Australia Network Opportunity Maps The Institute for Sustainable Futures (ISF) in Sydney in collaboration with Energy Networks Australia (ENA), and with support from government and industry have released their Network Opportunity Maps.  The maps data sets can be loaded to give detailed information of network opportunities including expected network constraints and so developing a market for new energy services.  This will enable renewable energy solutions and demand-side response initiatives to easily identify which areas they could benefit.  The maps are similar to the Distributed Energy Resource (DER) plan which the IGov project have been recommending

Presentation: Innovation and governance for future energy systems – what role will distribution companies play?

The ideas behind the IGov ‘straw’ Fit-for-Purpose GB Energy Governance Framework From: Catherine Mitchell Presentation to: DTU, 26th October, Copenhagen Seminar Points IGov Governance Framework is derived from evidence via case studies We took the Framework developed in IGov1, and have reduced it to 4 dimensions which are interconnected and overlapping. No one dimension is sufficient to enable the energy transformation. I will skip 3 dimensions and concentrate on the role of distribution. Denmark not necessarily an average country when it comes to transformation – in terms of size; geography; population; environmental literacy etc It would

New Thinking: On Professor Helm’s political economy

On Professor Helm’s political economy Matthew Lockwood, IGov Team, 30th October 2017 On Professor Helm’s political economy Dieter Helm’s much anticipated cost of energy review has already attracted a lot of critical response, for example on his call for an economy-wide carbon price, the idea of folding the CfD and the Capacity Market into auctions for ‘equivalent firm capacity’, making renewables cover their own intermittency costs, and indeed querying his starting point that energy costs are ‘too high’. CarbonBrief has a useful summary of all the various points that have been made. As others have

New Thinking: The complex world of price caps – should GB have one, and if so who is eligible?

The complex world of price caps – should GB have one, and if so who is eligible? Catherine Mitchell, IGov Team, 26th October 2017 Energy price caps have been an important part of the political landscape ever since Ed Milliband announced he would freeze prices in 2013, if the Labour Party was elected at the next election. This ultimately led to a Competition and Mergers Authority Investigation into the Energy Market, and the degree to which it is competitive (please see the IGov website for our multiple submissions to the CMA investigation, kicking off with

Australia The National Energy Guarantee The big news story in Australia this week is the Turnbull Government’s announcement of the National Energy Guarantee (NEG).  The NEG will replace the Renewable Energy Target which is due to finish in 2020 and is in place of a Clean Energy Target which was recommended by the Finkel Review in June this year. The NEG has been recommended by the newly appointed independent Energy Security Board to give investor certainty and to deliver affordable, reliable and to some extent, low-emission generation.  The NEG is made up of two parts

Australia ARENA and ENA provide an overview of the future grid edge market place The Australian Renewable Energy Agency (ARENA) and Energy Networks Australia (ENA) have teamed up to start discussions towards moving the national electricity market (NEM) towards a customer focussed, decentralised grid.  Part of this transition will involve providing value for current customers DER.  ARENA and the ENA have proposed that the current distribution network operators role will be split into that of  distribution system operator (DSO) and a distribution market operator (DMO).  The DSO responsibilities will be that of providing ‘safe, reliable

Working Paper: The development of the Capacity Market for electricity in Great Britain

The development of the Capacity Market for electricity in Great Britain Matthew Lockwood EPG Working Paper: 1702 Abstract: A Capacity Market (CM) for electricity was introduced in Great Britain in the early 2010s, with the first auctions being held in 2014. The CM has been controversial in its design and effects. In particular it has been seen as benefitting existing, often high-carbon, capacity and large incumbent generators, rather than new entrants and technologies, such as demand side response. More broadly, it is seen by some as working against, rather than for, the development of a low-carbon
