Read More »Australia COAG Energy Council meeting backs 49 out of the 50 Finkel review recommendations The Coalition of Australian Governments (COAG) Energy Council met on Friday to discuss the findings of last month’s Finkel review on the future security of the National Electricity Market (NEM) with 49 out of the 50 recommendations getting the go ahead. Read More »Australia New rule for wind generation back-up A new rule put into force this week by the Australian Energy Market Operator (AEMO), will constrain intermittent generation to 1200MW unless 4 gas generators are online in order to protect power system security. In SA this week this meant that wind generation was curtailed to 1100MW as only three gas generators, providing synchronous generation, bid into the market. Read More »Global Insight 11: 04-07017 Australia Sonnen to enter into battle Australian storage market Sonnen is to enter into the market for Australian storage with an offering of £9,800 for a combined solar and storage deal. This would include the customer entered on to the ‘SonnenFlat’ deal which promises them no electricity costs for electricity drawn from the grid, although the standing charge (c$1 per day) would still need to be paid. In return Sonnen will take control of the storage systems and offer their grid balancing services to networks as a Virtual Power Plant (VPP).

Governance arrangements determine ease of rule change for policy goals. Delegation is a widespread institutional design principle but has risks of capture and inertia. The case of code governance in Britain gives a demonstration of these risks. A reform agenda is outlined and wider lessons drawn out.
