Australia New rule for wind generation back-up A new rule put into force this week by the Australian Energy Market Operator (AEMO), will constrain intermittent generation to 1200MW unless 4 gas generators are online in order to protect power system security. In SA this week this meant that wind generation was curtailed to 1100MW as only three gas generators, providing synchronous generation, bid into the market. This may end the reduction in wholesale electricity prices that have been achieved due to high wind generation – which can sometimes achieve negative spot prices, forcing the average

Paper: The governance of industry rules and energy system innovation

The governance of industry rules and energy system innovation: The case of codes in Great Britain By: Matthew Lockwood, Catherine Mitchell,  Richard Hoggett, and Caroline Kuzemko Published in: Utilities Policy (online June 2017) Highlights Detailed energy industry rules are crucial to realising policy goals, but typically overlooked. Governance arrangements determine ease of rule change for policy goals. Delegation is a widespread institutional design principle but has risks of capture and inertia. The case of code governance in Britain gives a demonstration of these risks. A reform agenda is outlined and wider lessons drawn out.

New thinking: Ofgem has to be reformed if GB is to meet its energy policy goals

Ofgem has to be reformed if GB is to meet its energy policy goals Catherine Mitchell, IGov Team, 28th June 2017 Ofgem has announced its decision on how to pay for embedded generation, which is to accept its March ‘minded to’ decision. This is the latest stage in what is known as the embedded generation saga – explained here and here. IGov deplores this latest Ofgem decision. As IGov has argued before, we think that Ofgem should not take this narrow decision about embedded benefits now but wait until a clear decision on the institutional needs
