Catherine Mitchell Chair of RAP

Catherine has just become Chair of the US based Regulatory Assistance Project (RAP). RAP works primarily in the US, India, China and Europe.  It is a global, non-profit team of experts focused on the long-term economic and environmental sustainability of the power and natural gas sectors, providing assistance to government officials on a broad range of energy and environmental issues. Recent publications that RAP have been heavily involved with, whether as writers or advisors, include the mega introduction to the menu of options open to US States in order to comply with 111d (Implementing the EPA’s Clean Power Plan); Low Carbon Power Sector Reform: Options for China which fed into the latest Chinese Power Plan: Deepening Power Sector Reform, also known as Decree #9 (dated 15 March 2015; first appeared publicly on 22 March) and which for the first time brought energy together with air quality; the latest Indian Electricity Road Map written and rolled out by RAP, Shakti and the Confederation of Indian Industries; and a paper on market design with Agora in Germany;  The RAP website is a wonderful resource for all matters regulatory, and has been for the last 20 or so years.
